the proportions that you asked, normaly in the Chibi characters, it's based on they head, first draw the head and later the body, arms and legs. The body is usually the size of 1 or 1 and a half head, the legs 3/4 or 1 head, and the arms 1/2 or 3/4 heads. This is ONE way to draw the proportions, not in general. I hope this is useful to you!
